Qualifications:

Education: Minimum of a Bachelor’s Degree and Project Management Professional (PMP) certification.

Substitution for Education: Minimum of ten years management experience.

Qualification: Shall have demonstrated a minimum of 5 years’ experience as a Project Manager.

The Contractor shall assign an individual to serve as a Project Manager for this effort. When possible, a single individual shall perform dual functions of Project Manager and Senior Functional Expert. This person shall be the single point of contact for the Award. The name of the Project Manager, and the name(s) of any alternate(s) who shall act for the Contractor in the absence of the Project Manager, shall be provided to the Government upon award:

*Demonstrated excellence in planning, directing, and managing efforts in a similar sized services organization to USCG.

*Demonstrated successful management and supervision of employees of various labor categories and skills in efforts similar in size and scope as referenced under this PWS.

*Knowledge of industry accepted standards and best practices

*Demonstrated experience in a DHS, USCG or Department of Defense Information Technology environment

*Experience managing performance-based contract TOs and knowledge of Federal Acquisition Regulations (FAR)

Qualifications for the above listings:

Qualification: Shall have demonstrated a minimum of 3 years’ experience as a Service Desk Manager

*Demonstrated overall knowledge of the Service Desk Operations regarding, but not limited to, telecommunications and call routing, workforce management, quality assurance, knowledge & process management and agent training.

*Experience in managing overall day-to-day management and performance of the Service Desk including supervisors and agents, service level achievement, and personnel decisions.

*Demonstrated experience in partnership with government staff to achieve service level targets, design strategies for onboarding new customers to the center, creates efficiencies utilizing all available automation tools and recommending new tools if none exist.

*Knowledge of workforce management software and skills to manage the Service Desk Analysts’ headcount required to achieve service level targets, create agent schedules and monitor compliance with those schedules and forecast call, email and others.

*Demonstrated knowledge in process management, quality assurance and general day-to-day Service Desk operations.

Qualifications:

Required to be proficient in scripting languages, particularly Power Shell.
